Typically, there are two kinds of villains in cinema: the ones audiences loathe and the ones they sympathize with. It's always refreshing to see this dynamic in a TV show, especially an animated one, like Scooby-Doo. Most of the time, the Mystery Gang is busting no good real estate agents or smuggling rings of absolutely vile people.
Yet, there are times when the gang pulls the mask off of the monster to find a remorseful human underneath - someone whose actions, although flawed, had a sense of humility to them, providing some depth to their character that the other villains lack.
10 Can Sympathize With: Scarebear/Benson Fuhrman
Not every villain in Scooby-Doo looks normal, on the surface, but when it comes to characters like Benson Fuhrman, the Scarebear, sometimes it's the details that are what cracks things wide open.
Fuhrman was once a normal guy who, after an unfortunate accident, was covered in an excessive amount of hair. He set out to ruin the company that gave him the nasty after effect for more than obvious reasons, making his actions as the menacing and spooky Scarebear justifiable.
9 Total Jerk: Professor Pericles
Who would've thought that a bird could be so evil? Professor Pericles, the big bad for Mystery Incorporated, was the original team's mascot, although he became obsessed with finding an evil entity that he could use to conquer the world.
Showcasing an immense amount of physical strength, a genius-level IQ, and seen as ruthless, Pericles was a force to be reckoned with before he merged with the entity and became the bird, Cthulu. That said, like with a lot of Mystery Incorporated characters, Pericles was more grounded than most villains, despite being a talking bird.
8 Can Sympathize With: Charlie The Robot/Sarah Jenkins
Although going to extreme lengths isn't always the right call, sometimes it can be justified. Sarah Jenkins, one of the creators of Charlie the Robot, was revealed to be the culprit of letting the robot run rampant around the park.
Yet, her reasoning was simply because she realized Charlie was dangerous on his own and would give kids the false sense that all robots are good and not a threat. Wanting to keep the kids safe, Sarah went to extreme lengths for what she saw as a good cause.
7 Total Jerk: Redbeard's Ghost/CL Magnus
Considered one of the original cartoon's best villains, Redbeard's ghost was a vicious and brutal pirate who haunted the Scooby gang. As it stands, CL Magnus, the man beneath the mask, was one of the more vicious and brutal of the gang's villains.
While cartoons limit the actual extent of violent acts one can carry out, Magnus seemed more than willing to push it all to the limit. Chaining Scooby and Shaggy up, forcing them to walk the plank, and treating his captives as slaves, Magnus was one evil dude.
6 Can Sympathize With: Titanic Twist/Connie & Curt Crunch
What's New, Scooby-Doo? was a great version of the classic series for a number of reasons, one of which was for the villains. Beyond having some truly horrific creatures, with Titanic Twist, a former wrestler whose body was horribly mangled, it stepped beyond the nominal villain.
Rather than being a greedy developer, Titanic Twist was Connie and Curt Crunch, the kids of pro wrestler Malachi Crunch, who were just trying to scare their dad into retirement so he wouldn't hurt himself. While a little odd, their actions were somewhat sensible
5 Total Jerk: Gibby Norton
Throughout most of What's New, Scooby-Doo's? run, there was a recurring antagonist of sorts: Gibby Norton. An obnoxious nerd who was the source of a lot of the gang's misfortune, many of Gibby's antics were to impress Velma in some way.
This sounds sweet, except that the man nearly killed people in his efforts. Whether it was as a giant worm rampaging across a race or messing with the robots in a Westworld-inspired town, Gibby's actions were more selfish than selfless, whether it was for Velma or just himself.
4 Can Sympathize With: Loch Ness Monster/Professor Fiona Pembroke
People can sometimes go down a dark path when on the quest for knowledge. When the Mystery Gang encountered the Loch Ness Monster, no one was expecting for it to be Fiona Pembroke, a scientist intent on proving Nessie's existence, no matter what.
Using a submersible and fake creature, Pembroke was just trying to convince Sir Ian Lockesly so he would help her search for the fabled cryptid. In the end, her efforts even worked, with Lockesly helping the Professor in her search for knowledge and the fabled monster of Loch Ness.
3 Total Jerks: Sarah & Ben Ravencroft
It can be said that the apple doesn't fall far from the tree, and with Sarah and Ben Ravencroft, that's more than true. Originally seen as the victims in Scooby-Doo and The Witches Ghost, with Ben describing his ancestor as a gentle soul, the truth quickly came out.
It was revealed that Sarah had killed dozens of townsfolks with her magic before she was bested, and Ben's efforts were to release his ancestor so he could conquer the world. If not for those meddling kids, it may have worked.
2 Can Sympathize With: Morgan Moonscar & The Zombies
The scary monsters in Scooby-Doo always need to be looked at more closely. In one of the franchise's best films, Scooby-Doo On Zombie Island, this is more than true, as the seemingly vicious and horrifying Morgan Moonscar and the zombies are, in fact, the victims.
Sure, when he was alive, Moonscar was a nefarious and vicious pirate who murdered scores of people, but his undead form was an unholy puppet used by the true villains that only sought release, like the other helpless zombies around him.
1 Total Jerks: Simone Lenoir, Lena Dupree, & Jaques/Cat Creatures
The real villains of Zombie Island and probably some of the scariest foes to ever grace Scooby-Doo happened to be the Cat Creatures. The trio of Simone, Lena, and Jaques was far viler than their undead puppets, despite their origins.
While Simone and Lena were victims of Morgan Moonscar, there were always other options than becoming soul-draining cat monsters and profiting off of their victims, subsequently turning their once good hearts black. Plus, Jaques was just in it for the everlasting life, which didn't help audiences feel for the monsters.
