Sharon Carter Secretly Still Works For Nick Fury - Theory Explained

The final episode of The Falcon and the Winter Soldier was accompanied by the bombshell revelation that Sharon Carter, once an agent of S.H.I.E.L.D., and then the CIA, is the Power Broker - but a theory suggests that she might not be a villain, instead being an agent working with Nick Fury. Sharon's status as the Power Broker is impressive, considering that, like half the population of Earth, she was blipped out of existence for five years. Her resources, reach, and organization were salvaged or rebuilt within the six months between Avengers: Endgame and The Falcon and the Winter Soldier. As a deep-cover agent, she would have access to assistance and resources to expedite that reconstruction.

Fury has been name-dropped or seen in all Phase 4 productions to date, except for The Falcon and the Winter Soldier, and his exact role is unclear; he is seen to be operating from space, but does not seem to be associated with S.W.O.R.D. Given the increasingly sinister turn that government bodies appear to have taken during the Blip, it would not be unreasonable to assume that Fury could be operating outside of traditional government boundaries. Sharon's infiltration of Madripoor, a hotspot of activity for violent non-government actors could serve this goal; Madripoor promises to return in the MCU's future, and it's a logical place for Fury to want an informant.

While her words and actions are consistent with someone burned by the U.S. government, Sharon's experiences in both Captain America: The Winter Soldier and Captain America: Civil War would also afford her a healthy skepticism toward the government. Sharon Carter's future plans as the Power Broker are ambiguous, but her connections as the Power Broker would have her perfectly placed to discover any remaining HYDRA infiltration or other government subversions. Her choice of Batroc as her mercenary would also be consistent with working for Nick Fury - Fury used Batroc for a similar end in The Winter Soldier.

Sharon is no stranger to infiltration roles; her introduction to the MCU was as S.H.I.E.L.D.'s eyes on Captain America. With a promised Secret Invasion mini-series announced with no release date, it seems likely that spy versus spy intrigue will be a significant theme. Sharon makes a plausible asset for Fury. Her having been burned by the government and then welcomed back, she is in a prime position to keep an eye on both the government and underworld at the same time. Sharon's willingness to help Bucky and Sam in The Falcon and the Winter Soldier supports this; while she may have been helping just to find the Flag-Smashers, Sharon's interest in the group would likely not survive their losing the remaining Super Soldier Serum. While some have theorized Sharon Carter is the 'Power Broker' as a CIA cover, her experiences working as an agent for the U.S. government seem unlikely to foster that kind of relationship.

With Nick Fury acting as the spider at the center of a web of unknown size and uncertain intent, Phase 4 of the MCU seems to revolve around him. With S.H.I.E.L.D. not a visible player, and S.W.O.R.D.'s director proving all too willing to take brutal action in service of control, Fury's role does not appear to be related to these bodies. Carter has been in the middle of two major struggles between freedom and authority, both times taking the side of Captain America. It would be in character for her to be assisting Fury in a third. While Sharon Carter's motivations and intentions are still unclear, one thing is for sure; The Falcon and the Winter Soldier has set her up to be pivotal in projects yet forthcoming.
