Loyalty to honor and one's word was heavily explored in Game of Thrones, with betrayals having steep consequences for the show's characters. Many of these instances were against King's Landing and the crown, who all in Westeros were sworn to serve. As the title of King passed from Robert, to Joffrey, to Tommen, treason was committed against them all.
Whether these rulers deserved it or not, house after house rose up against them. With so much treason throughout the show's eight seasons, it is interesting to measure which house committed the most and which largely stuck to their oaths.
10 House Greyjoy
One count: Declaring independence.
The Greyjoys have always wanted to rule their islands themselves, answering to no one but the Ironborn. For this reason, when the War of Five Kings began, they declared themselves free of Westeros. However, they only ever raided the North, proving more of a nuisance for the Starks than the crown. Euron Greyjoy later created an alliance with Cersei Lannister that arguably did more for the crown than any other house.
9 House Tarly
One count: Raising an army against the crown.
The Tarlys joined House Tyrell in pledging their support for Renly Baratheon. This was eventually forgiven once Margaery Tyrell was betrothed to King Joffrey Baratheon. After this, the Tarlys served the crown well, even helping to rid Queen Cersei of the Tyrells once they had pledged to Daenerys Targaryen, largely making up for their earlier disloyalty.
8 House Baratheon
One count: Raising an army against the crown.
It's arguable that Stannis Baratheon never committed treason at all, given that Joffrey was the illegitimate bastard of two Lannisters. In truth, he was just claiming his birthright. Renly, on the other hand, did rise up against both his brother and Joffrey, so either way, treason occurred. And even if Renly is discounted, House Baratheon fought against King Aerys Targaryen and overthrew him.
7 House Tully
Three counts: Declaring independence; Twice raising an army against the crown.
While the Starks were the main foe of the Northern independence plot, the Tullys were right behind them, swearing allegiance to the King in the North. They helped supply the armies with men and kept the Lannister forces at bay, before ultimately being betrayed by their own vassal, House Frey. Brynden Tully later lead his men to take back Riverrun, but it is short-lived.
6 House Lannister
Four counts: Murdering the king; Putting a bastard on the throne; Murdering the queen; Freeing a prisoner of war.
While House Lannister may have done far worse things, their acts counts of treason are less than one would expect, largely because there was no one for them to betray once they had all the power. Cersei killed King Robert and put her illegitimate son on the throne, ignoring his last written decree. She also conspired against Queen Margaery to remove her from the throne via the Faith Militant. Tyrion Lannister later betrayed Daenerys, once she had taken the Iron Throne, by releasing his brother from captivity.
5 House Bolton
Four counts: Raising an army against the crown; Killing the king; Fostering a fugitive of the crown.
The Boltons fought for House Stark when they declared The North independent. Robb Stark then became their king, but they betrayed him and stabbed him in the heart. After taking over Winterfell and agreeing to be the Wardens of the North under the Lannister, they then double-crossed the crown again, allowing Sansa Stark to take refuge in their castle for their own political gain.
4 House Tyrell
Four counts: Twice raising an army against the crown; Murdering the king; Pledging to House Targaryen.
House Tyrell joined Renly Baratheon in his quest for the throne when King Robert died. While there was disagreement over whether Stannis or Joffrey was the rightful heir, Renly never had a good claim. The house soon joined the crown when Renly was assassinated, but their plotting was not done. Olenna Tyrell poisoned Joffrey and killed the king so that her granddaughter would be given a better match.
3 House Karstark
Four counts: Twice declaring independence; Raising an army against the crown; Abandoning the King.
It made sense that the Karstarks would declare independence alongside House Stark, as they were willing to commit treason to fight for the North. When Rickard Karstark was beheaded for executing prisoners of war, the family abandoned their all too new king. After that, they served the crown and the Boltons wholeheartedly, leading to the death of the head of their house, Harald Karstark. His daughter Alys later swore to Jon Snow, joining him in The North's new pursuit for independence.
2 House Stark
Six counts: Twice declaring independence; Twice raising an army against the crown; Swearing to House Targaryen; Murdering the queen.
For a house as honorable as the Starks, a lot of treason is committed on their watch, though this is mostly due to atrocities being committed against them. Both Robb and Jon declared independence for the North and both raised an army. Jon later invaded King's Landing, due to his pledging of allegiance to Daenerys Targaryen. After seeing her burn innocents, he committed the ultimate crime by stabbing his queen in the heart.
1 House Baelish
Seven counts: Murdering the hand of the king; Murdering the king; Conspiring against the crown; Aiding and abetting a fugitive of the crown; Conspiring to imprison the Queen Regent; Swearing to House Stark; Conspiring against the King in the North.
Though House Baelish was mostly just one man, Littlefinger committed enough treason for several noble houses combined. His goal in life was to create chaos and use it for his own advantage, so he could eventually take the Iron Throne. This led him to conspire and murder those he had sworn to, leading to his own demise.
